My boss walked into my office earlier today and gave me a formal written warning the I would be dismissed if I didn't increase my sales figures. Can he do this?

No, you should have been told in advance that you were being asked to attend a disciplinary hearing and that you had the right to be accompanied by a colleague or trade union representative. At the hearing your manager should follow the company's disciplinary procedure and give you ample opportunity to explain your position. Normally an oral warning would be expected before a formal written warning is given.
